Considering Jeff Dolan's plastic leadership and his abrupt departure, it's no surprise that regardless of your feelings about the Auditor's office's findings, a lot of what he has to say in his findings is accurate. CSA has a LOT of problems and very little accountability. Jeff Dolan was not qualified to do that job and never should've been hired in the first place. Who hires a guy to serve a major HR agency coming from a town like Davenport, Iowa whose population is less than Englewood's at a little over 90,000, when Denver's population is at an upwards of nearly 600,000? It is not nearly the size or scope of Denver. If they hired someone from a city of similar size and scope, they would've been a better match. Jeff Dolan was in way over his head. Due to the incompetence of the CSA Board, the mess the CSA is in now is a direct result of Jeff Dolan's lack of sufficient leadership and probably will not recover from it for years to come. Is it no surprise the Jeff left? I'm not surprised, because he was going to be inevitably forced out any way. Regardless of what you feel about the Auditor's Office, the discrepancies noted are very real and accurate. It makes one wonder if several of them are only motivated to serve on the board because of the political connections and to beef up their resume to advance their careers elsewhere.&lt;br&gt;  &lt;br&gt;Case in point: The most recent CSA Director Jeff Dolan was not only insufficiently qualified for the job, but way over his head in handling an operation that large. When they hired him they apparently did not bother to conduct a background check, because if they did, they would've known that he was under a cloud of controversy in Davenport, Iowa, where he originated as an HR official. He failed in his HR duties there as manager, as he was accused of ignoring a sexual harassment complaint made by an employee against a city official. It left suspicion that he was covering for the city official, which caused a delay in his last promotion prior to coming to Denver. &lt;br&gt; &lt;br&gt;Davenport Iowa's HR operation is similar in size and scope of perhaps Englewood, Colorado. (Denver has over 500,000 residents, while Davenport has barely 90,000 residents. You do the math.) Denver is a major metropolitan city which calls for the experience of a director the type of specialized experience at the same size and scope as Denver or greater. If they implemented sufficient hiring practices, they would've hired someone with the appropriate knowledge, skills, and abilities to successfully lead CSA and the organization would have avoided Jeff Dolan's long list of failures. Recently, Jeff Dolan decided to resign (knowing he was not going to be retained by the next administration due to several failed performance audits initiated by Auditor Gallagher's office). If the Mayor's office does not change the standards for the selection of CSA Board members, they will continue to have the same level of ineptitude they have always been getting. Way up high in the post I cite a study the state paid for and accepts. I even provide the page numbers you need to go to see the full ozone precursor picture. That study explains that natural sources, including trees, make up the majority of the problem. (Which is a great insult to this greenie who has paid a small fortune to have trees installed in his yard.) So not my theory.&lt;/p&gt;

On balance, the site is more about politics than about government, which tells you that the writers are focused on power, not policy. &lt;/p&gt;

&lt;p&gt;But I haven't signed on as a commenter for a couple of reasons. And I seldom read the site.&lt;/p&gt;

&lt;p&gt;1. I don't know who's behind the site. At least we know that Coloradopols is run by the unions and/or their supporters and is part of the Colorado Model either officially or unofficially. Secrecy doesn't sit well with me because the conflicts of interest can be huge. If you can't run Colorado Peak and keep your jobs, say so. If you're political operatives, say so. We'll find out sooner than later. People outside of the CIA do know how to connect the dots.&lt;/p&gt;

&lt;p&gt;2. That the site is using the Soapbox software is surprising, because I thought that the software was developed by liberals for liberal sites, not for conservatives. I think it's some of the best blogging software available and would have loved to have used it for my blog, which is pretty inactive these days while I get in shape and get ready for the biking and fishing seasons.
